PPIC -

This report highlights trends and offers recommendations for improving California's criminal justice system: California's prison costs have remained high despite a reduction in California's prison population; Prop 47 has lowered jail population; crime rates remain near historic lows; and racial and economic equity is still a concern. In order to amend these trends, PPIC recommends identifying and implementing measures to reduce recidivism, monitoring crime rates, and addressing equity issues. PPIC seeks to "inform and improve public policy through independent, objective, and nonpartisan research".

According to the report: prison population has been stabilized, African Americans remain overrepresented in prison, foreign-born Californians are less likely to be incarcerated, health care costs are on the rise due to an aging population, many prisoners serve decades, and the most common crimes that lead to incarceration are violent crimes. PPIC generated these trends using data from the California Department of Corrections and the United States Census Bureau.
The California Criminal Justice Data Gap -

This report reviews the lack of inconsistency, quality, and availability in California’s criminal justice data. Looking through state and local agencies, the report notes that obtaining data is difficult because of a lack of data infrastructure. There is confusion amongst departments in which data can be shared with external parties, leading to data gaps for policies and studies. With local jurisdictions, some may use electronic methods, while others may still use paper files for their records. The report recommends three solutions to this problem: 1) Allocate resources for IT upgrades; 2) Establish data standards for all state and local jurisdictions; and 3) Clarify which data can be shared and with whom. This report was done in conjunction with the Stanford Criminal Justice Center and Measures for Justice. Mikaela Rabinowitz is the Justice Practice Director at Measures for Justice. Robert Weisberg is a Faculty Co-Director at the Stanford Criminal Justice Center. Lauren McQueen Pearce is the Assistant Director of Data Outreach at Measures for Justice.

RAND -

Serving as a reference guide for police departments, this report describes how predictive policing can be beneficial for departments. RAND uses academic literature and case studies to generate this report. Predictive policing uses (mostly) quantitative data to predict and prevent crimes. Predictive policing can identify patterns and factors in human behavior so that police departments can develop strategies to prevent crime. This report provides examples of police departments that use predictive policing to show its effectiveness, and provides recommendations and insights for the future of predictive policing. RAND is a non-profit that aims to provide research and analysis so that policymakers can be better informed.

University of California, Irvine, Center for Evidence-Based Corrections -

26 recidivism reduction programs across the country are assessed using the California Program Assessment Process (CPAP) to determine the extent to which they implement evidence-based programming. Report emphasizes CPAP ratings are an accentuation of the importance of evidence based design of individual recidivism impacting programs as opposed to actually reducing recidivism in California.

By using evidence, the UCI Center for Evidence Based Corrections utilizes the research power of the University of California to provide information to policy makers.
