Originally established in 1974, the Juvenile Justice and Delinquency Prevention Act aims to federally protect individuals and families affected by juvenile courts and prisons. The JDDPA was reformed in 2018 by the Juvenile Justice Reform Act. Because it is a redlined version, this version of the JJDPA allows readers to see what changes were made when the JDDPA was reauthorized and amended by the Juvenile Justice Reform Act of 2018.

This meta-analysis study examines how static (non-modifiable) and dynamic (modifiable) risk factors correlates with recidivism in individuals receiving community sentences. Looking through databases and studies conducted in Europe and the United States, the authors find that overreliance on static risk factors may leave to inaccuracies in accessing future behaviors of individuals. Dynamic risk factors should be taken into higher account and more resources should be diverted towards addressing those factors.

Denis Yukhnenko studies with the Department of Psychiatry with the University of Oxford, and seeks to find information gaps in risk factors with recidivism. Nigel Blackwood is a Professor at King’s College, and focuses on the mental health of offenders. Seena Fazel is a Professor of Forensic Psychiatry at the University of Oxford, and looks at the relationship between mental health and crime.

Serving as a reference guide for police departments, this report describes how predictive policing can be beneficial for departments. RAND uses academic literature and case studies to generate this report. Predictive policing uses (mostly) quantitative data to predict and prevent crimes. Predictive policing can identify patterns and factors in human behavior so that police departments can develop strategies to prevent crime. This report provides examples of police departments that use predictive policing to show its effectiveness, and provides recommendations and insights for the future of predictive policing. RAND is a non-profit that aims to provide research and analysis so that policymakers can be better informed.

This report tracks trends in federal arrests and prosecutions for non-US citizens from 1998 to 2018. Using data from six federal criminal-justice agencies, the report finds an increase in immigration crimes and arrests of non-US citizens. Over the twenty year period, federal arrests of non-US citizens 234% while federal arrests of US citizens rose 10%. During the same time, immigration crimes rose 87.3%, becoming the predominant offense amongst federal crimes. However, the biggest tick in arrests for non-US citizens and immigration crimes occurred between 2017 and 2018 which saw a rise of 90.7% and 87.3%, respectively. The country of citizenship of the non-US citizens are from Mexico and Central American countries where from 1998 to 2018, rose 175% and 3303.8%, respectively. From 2017 to 2018, the percent change was 48.3% for Mexican citizens and 160.4% for Central American citizens. The Federal Justice Statistics Program (FJSP) serves as a resource for federal agencies to analyze trends in criminal justice.

Report on the impact of Second Chance Act (SCA) programs and an evaluation of whether such programs reduce recidivism and increase employment. Study randomly assigned 966 adult offenders in 4 counties and 3 different states to re-entry program treatment or control groups with recidivism and employment measured at 18 and 30 months. Study found no reduction in recidivism rate for either group, but an increase in employment and earnings for those assigned to the treatment. Report suggests results could be improved with additional funding to counties.

The Office of Justice Programs provides federal leadership in developing the nation’s capacity to prevent and control crime, administer justice, and assist crime victims.

A research article examining whether or not prison populations can be reduced without endangering the public by testing California's compliance with court-mandated targets to reduce prison overcrowding using a pretest-posttest design. Results found that Realignment had no effect on violent or property crime rates from 2012-2014 and significant size reductions in prison populations are possible without endangering public safety. Report suggests greater attention to local implementation and accountability, targeted crime prevention, and sentencing reform is necessary to sustain these results. Jody Sundt’s research focuses on the effectiveness of correctional policy.

Emily Salisbury’s research focuses on evidence-based correctional policy, offender risk/needs assessment, and effective treatment intervention strategies. Mark G. Harmon is a quantitative research methodologist and justice policy researcher.

A report exploring care models and policies funded by AB 109 enhancing utilization of peer providers in California in transitions of care, whose focus is on services and programs to help individuals transition out of incarceration and hospitalization using his or her lived experience of recovery from mental illness and/or addiction. Study uses data from snowball sample and website searches that met a basic eligibility criteria and phone interviews with various program staff. Study reports reduced rates of recidivism in forensic programs and rate of re-hospitalization in hospital discharge programs and suggests collaboration between programs employing peer providers and hospital and corrections facilities to increase access to work.

The Healthforce Center aims equip health care organizations with the workforce knowledge and leadership skills to effect positive change.
