With great pleasure, I announce that Juliann Emmons Allison, Professor in the Department of Society, Environment, and Health Equity (SEHE), will begin a new role as the Associate Dean for the Social Sciences, effective July 1, 2026.

In this portfolio, Juliann will join the College’s senior leadership team. Her specific role includes primary responsibility for academic operations and faculty success in the departments of Anthropology, Economics, Ethnic Studies, Political Science, Psychology, and Sociology. She will share with Associate Dean Kiril Tomoff similar responsibilities for the Departments of Black Study, Gender and Sexuality Studies, History, and SEHE. I have extended to Juliann a specific mandate to support the acceleration of our research enterprise across the social sciences, including our new Social Sciences Laboratory. She has also accepted responsibilities to lead a thorough examination of the academic mission and financial sustainability of our non-degree-granting research centers.

Juliann earned a doctorate degree in political science from UCLA and an MFA from Antioch University. Prior to her arrival at UCR in 1997, Juliann was on faculty at SUNY Binghamton.

Her history at UCR includes serving as a founding faculty member in the School of Public Policy and, later, in SEHE. She has held key leadership positions across UCR, including Chair of the Department of Gender and Sexuality Studies, Director of Global Studies, and Special Advisor to the Provost on Sustainability. Other notable campus accomplishments include extensive service in the Academic Senate, where she has chaired three committees: Diversity and Equal Opportunity, Educational Policy, and Planning and Budget.

Inspired by her outdoor interests and environmental activism, Juliann’s research and teaching focus on energy policy and the environmental and social consequences of land use decisions. Her current research examines the sustainability of the Southern California warehousing industry, social equity in the renewable energy transition, and environmental conservation among outdoor recreationists. This research has been supported by the National Science Foundation, the American Alpine Club, the California Department of Transportation, the California Energy Commission, and the Coachella Valley Mountain Conservancy. Her recent scholarly publications include Unsustainable: Amazon, Warehousing and the Politics of Exploitation and The Oxford Handbook of Energy Politics.

I am grateful to have such an accomplished and engaged scholar-advocate on the team. I extend thanks to the search committee chaired by Jennifer Merolla, Director of the Social Sciences Laboratory.

Following recent retirements, I am pleased to announce interim appointments to two key staff positions within the College of Humanities, Arts, and Social Sciences (CHASS).

Interim Chief Information Officer

Ray Holguin will serve as Interim Chief Information Officer (CIO) for CHASS following the retirement of James Lin. Ray is a proud UCR alumnus with a degree in Computer Engineering. He began his career in CHASS as a student intern under James Lin’s mentorship and transitioned into a career staff role in 2005. Currently serving as Chief Technology Officer, Ray brings deep institutional knowledge and a strong commitment to our mission. In this interim capacity, Ray will provide essential leadership and continuity for our IT operations, and we are confident in his ability to guide our team during this transitional period.

Interim Facilities Director

David Schuster will serve as Interim Facilities Director for CHASS following Paul Richardson’s retirement. David currently works in the UCR Library as a Facilities Supervisor, a role in which he has developed extensive campus-wide connections and a strong understanding of university facilities operations. His experience and relationships across campus will be instrumental in ensuring continuity and supporting CHASS facilities' needs during this transition period.

After a pause on new appointments of various named, term, and endowed chairs, I am pleased to solicit applications for multiple opportunities to recognize and to support faculty excellence across the humanities, arts, and social sciences. New multiyear chair appointments may begin January 1, 2026, July 1, 2026, January 1, 2027, or July 1, 2027.

See below for terms of appointment and selection criteria specific to each available chair.

Applicants may apply for multiple opportunities but may only hold one chair at any given time.

The larger slate of CHASS Named, Term, and Endowed Chairs is updated annually.

Patricia McSweeny McCauley Chair in Teaching Excellence

Established in 1993, this endowed chair was originally conceived as a senior appointment under the direction of the Dean. However, over many years, funds were used in various ways to advance teaching needs in CHASS. Following a prolonged vacancy in the chair, the terms and appointment authority have been realigned with the donor's original intent and a supplemental National Endowment for the Humanities grant to the Regents.

Eligibility

CHASS Senate faculty recognized for "credentials of the highest standards and be recognized as having done distinguished work in excellence in teaching." The gift agreement specifies that the chairholder shall be a full professor except under “extremely unusual circumstances.”

Project Criteria

Terms

The chairholder will make use of the endowment’s annual payout (FY25:$35,000) for the use of any permissible expense related to undergraduate or graduate teaching, pedagogy, and mentorship. Course buyouts and/or summer salary, for the time devoted to new course development, are allowable, subject to the department chair's approval.

The chair term is three years, once renewable, and is subject to satisfactory performance, including mandatory annual reports to the Dean of the College and to the UCR Foundation.

Project statement, with a defined project start date that speaks to selection criteria and intended outcomes (3 pages maximum)
Abbreviated curriculum vita (3 pages maximum)

Endowed Term Chair for Research Excellence and Undergraduate Research Mentoring

Established in 2020, the Endowed Term Chair for Research Excellence and Undergraduate Research Mentoring provides support for a term chairholder who exemplifies high-quality undergraduate research and teaching.

Eligibility

CHASS Senate Faculty. There are no restrictions on rank.

Project Criteria

Open, provided that the project “weaves education and research, integrating high-quality research into high-quality teaching under the direction of the Dean of CHASS.”

Terms

The chairholder will make use of the endowment’s annual payout (FY25:$23,000) for the use of any permissible expense related to excellence in undergraduate research and research supervision. Course buyouts and/or summer salary for the time devoted to research supervision, are allowable, subject to the approval of the department chair.

The chair term is three years, once renewable, and is subject to satisfactory performance, including mandatory annual reports to the Dean of the College and to the UCR Foundation.

Application requirements

Project title and brief abstract (250 maximum)
Project statement, with a defined project start date that speaks to selection criteria and intended outcomes (3 pages maximum)
Abbreviated curriculum vita (3 pages maximum)

Teresa and Byron Pollitt Endowed Term Chair for Interdisciplinary Research and Learning

Established in 2017, three term chairs support interdisciplinary research and learning involving the humanities and social sciences for the purpose of strengthening the vitality and resilience of our communities, both local and global. The chairs carry out their duties under the direction of the Dean.

Eligibility

CHASS Senate Faculty. There are no restrictions on rank.

Project Criteria

A strong focus on creating meaningful engagement and learning experiences for students, preferably with a strong emphasis on undergraduate education.
A focus on community engagement in which the research and research outcomes will have a relevant, meaningful, and lasting impact on broader communities, whether local or global.
Intellectual collaboration and engagement across and between disciplines.
A close connection to one or more of the principles and areas identified in the original gift agreement
- Unparalleled Student Experience: Research and Scholarly Distinction
- Thriving Campus Community: inclusive campus environment for community to feel welcome, respected, and supported.
- Contributions to Public Good via research, scholarship, and outreach that benefit the peoples of our region and beyond.

Terms

The chairholder will make use of the endowment’s annual payout (FY25:$24,000) for the use of any permissible expense related to excellence in undergraduate research and research supervision. Available funds may not be used for summer salary.

The chair term is up to five years and subject to satisfactory performance, including mandatory annual reports to the Dean of the College and to the UCR Foundation. Chair holders may request a one-time no-cost extension at the end of their term appointment if funds remain from their available allocation during the period of their appointment.

Budget proposal to cover the proposed duration of the term chair appointment

Application, Selection, and Notification

All proposals are due at 12:00 pm on June 30, 2025. No extensions will be granted. Please submit your proposals using this Google Form. The Dean’s Office will directly solicit a letter of support from your department chair or designee.

Budgets should reflect the allowable programmatic and personnel expenses that make a direct contribution to the stated outcomes of the term chair appointment. Year-to-year expenses may vary, but the total budget should reflect the exhaustion of all available funds at the conclusion of term chair.

To accommodate for unpredictable fluctuations in annual returns on the core endowment, the College will commit to cover up to 10% overage in the final year’s budgeted expenses. However, unspent funds will not be carried forward to the home department once the chair appointment ends. Summer salary (if allowable) and personnel expenses should include base compensation and an additional 25% for benefits.

The Dean will appoint an advisory committee of one of the two disciplinary associate deans, the Associate Dean for Academic Affairs, the Assistant Dean for Student Success, a CHASS Faculty Equity Officer, and one former McSweeny, Campbell, or Pollitt chair holder. The Chair of the Faculty Executive Committee (or their designee) will be invited to serve ex officio.

The advisory committee will evaluate all eligible faculty proposals relative to selection criteria and make recommendations to the Dean under procedures established in APM -191 Policy on Endowed Chairs and Professorships (December 14, 2000), Campus Policy 500-15 Policy and Procedures on Endowed Chairs: Establishment, Administration, and Appointment of Faculty (December 1, 2017), and Chancellor’s delegation CHA0099 Endowed Chair Appointments and Reappointments (June 12, 2023 and July 10, 2023).

The Dean’s final selections will be notified by the start of the Fall Quarter 2025, for policy-mandated review of the CHASS FEC and Provost and Executive Vice Chancellor.

Dear CHASS faculty and staff:

In today’s edition of Inside UCR you will find our Campus response to systemwide hiring freeze. I invite you to review the terms that will guide our hiring procedures for the foreseeable future.

There is much relief in the clarity that most permanent staff and faculty recruitments that are in process, as of March 31, 2025, can proceed without further approvals or delay. All previously signed offers of employment remain valid, including letters with a future appointment date.

While a modest number of early-stage and visiting recruitments will require additional review by me (and, in turn, Provost Watkins), I anticipate that most, if not all, such recruitments will eventually be able to move forward.

In my relief, I must still adopt a stance of scrutiny of the legitimate expenses associated with carrying out our research and instructional mission. I anticipate that we will be able to open new recruitments to fill planned and unplanned vacancies as well as to meet much-needed priorities for growth in faculty and staff FTE. However, the scale and pace of our hiring will be highly sensitive to the state, system, and campus budgets as well as our local budgetary position, including our revenues. I ask that each of us be mindful of the signal importance of strong undergraduate enrollments, especially among California residents, and the dollars that flow from their tuition and student credit workload.

Department chairs may expect the call for new Senate recruitments for appointments to begin July 1, 2026, or later, to go out in early May.

Colleagues,

With great pleasure, I announce that Covadonga “Cova” Lamar Prieto, Professor in the Department of Hispanic Studies, has been appointed Associate Dean for Academic Affairs. Her five-year term began on July 1, 2024.

Cova takes on a leadership position familiar to many colleges across the University of California that have been reimagined to meet the academic aspirations of UC 2030 and the UCR Strategic Plan. While graduate studies and academic student employees will be a primary focus of her portfolio, Cova will also be the lead associate dean for non-departmentalized undergraduate academic degree programs. She will also lead collaborations with campus partners in strategic planning, enrollment management, and data analytics across our undergraduate and graduate programs. I am confident that Cova will deepen an already close partnership with the Assistant Dean for Student Success and the CHASS undergraduate academic advising team. We can all be grateful for Cova’s enthusiasm to join campus-wide efforts to strengthen our academic standing as a Hispanic-Serving research university.

Since her 2012 arrival at UCR, Cova has been a faculty member of the Department of Hispanic Studies with specialization in the Sociolinguistics of the Spanish in the United States. She directs the Spanish of California Lab (SOCALab) at UCR and served as president of Asturian Studies. Cova has directed the Mellon Mays Undergraduate Fellowship program and served as a CHASS faculty Equity Advisor. From August 1, 2022, she held the position of Interim Associate Dean for Student Academic Affairs.

I thank the members of the search and selection committee, led by former Chair of Art History Kris Neville, and others who gave their feedback on this appointment.

Colleagues,

It gives me great pleasure to announce a new addition to the CHASS Leadership team:

Eveleen Samayoa ’06 has been appointed Assistant Dean of Development for the College of Humanities, Arts, and Social Sciences. Eveleen assumed the role on May 1.

Eveleen’s appointment is the productive outcome of a nationwide recruitment led by the University Advancement in partnership with the CHASS Office of the Dean and other UCR community members.

I suspect that some of the longtimers may remember Eveleen from her graduate studies at UCR, including a term as a Gluck Fellow, and I am certain that many more of you know her from the dedicated work as a development officer at The Music Center in Los Angeles (3 years) and right here in CHASS, since 2017.

In her new leadership role, Eveleen will take primary responsibility for fundraising and engagement endeavors across the humanities, arts, and social sciences at UCR. In partnership with internal and external partners, she will advance the College's and University's mission of educational attainment and world-class research through the identification and stewardship of donors, alumni, and friends.

She builds upon an impressive track record: During her seven years with the College, Eveleen has raised nearly $9M in gifts, consistently surpassing her annual goals. Most recently, Eveleen helped CHASS triple our UCR Give Day goals, raising more than $20,000 for the CHASS Student Assistance and Opportunity Fund. I am especially grateful for such initiative, creativity, and accomplishments during various vacancies in the CHASS development team.

A first-generation graduate of the University of California, Eveleen earned her bachelor of arts in psychology and sociology at Irvine in 2001 and a master of arts in art history from Riverside in 2006. Calling Santa Monica home for several years, she maintains deep familial and affective ties in the Inland Empire. I have personally watched her take the Highlander pride to friends in Southern California, Sacramento, Washington, DC, and New York City. I look forward to working closely together as we secure philanthropic support for CHASS from right here in Riverside and across the United States.

Dear CHASS Staff and Faculty,

Today, I am writing to share updates on my commitment to staff success.

With the advice of the CHASS Strategic Staffing Task Force, I am pleased to announce immediate investments in a number of areas critical to our valued staff.

Recruitments: CHASS Human Resources is actively recruiting several new positions to meet College-wide needs in graduate studies support, finance, and payroll. Be on the lookout for these recruitments:
- Graduate Student Services Lead
- Divisional Financial Administrative Officer
- Harvest lead liaison exclusively dedicated to CHASS
Staff Recognition: Effective March 11, we relaunched the STAR Awards. I invite colleagues and leaders to nominate staff for their exceptional work. The deadline is next Monday, March 25.
Reaffirming My Commitment to Hybrid/Remote Work Guidelines: Associate Vice Chancellor and Chief Human Resources Officer Alex Najera has approved my request to roll out multiyear agreements for hybrid and remote work schedules. Details will be provided to employees and their supervisors at the end of the spring term.

Background, Outcomes, and Insights

As I learned early in my candidacy for my job, the burdens on our staff can be significant. CHASS has been understaffed for quite some time, and the strains of the pandemic have made things even more challenging. Since my arrival in Riverside in September 2021, I have listened to the challenges our staff professionals face in their jobs, careers, and lives.

In direct response to these conversations and insights from the 2023 Faculty Executive Committee’s Climate Survey, I called for the creation of the CHASS Strategic Staffing Task Force, charged last October.

During these past six months, the Task Force has run a comprehensive survey, organized an in-person town hall attended by nearly 100 CHASS employees, and conducted interviews and consultations with union and non-represented members of the College. In partnership with AVC/CHRO Najera, the Task Force looked at staffing levels and workloads. It explored the reasons behind the unease and churn that accompanied that most challenging transition from remote to in-person campus operations. The data and insights gathered have mapped out several immediate needs and some easy wins. The Task Force also has its eye on long-term opportunities for staff success. I am grateful for the work to date, and I invite you to find the time to express your thanks for the work of your peers.

The CHASS Strategic Staffing Town Hall presentation, shared at the February 28 Town Hall, provides additional information about the Task Force's work.

Some key findings from the Staff Support Survey

A total of 112 CHASS employees completed the Staff Support Survey, and 88% of respondents self-identified as staff. Among staff respondents, 40% have been with us less than 4 years.

Some findings from our staff respondents include:

77% are adequately trained for their position
69% are content with their job responsibilities
80% are content with their supervisors and the critical roles they play
89% know how their role contributes to the mission of their unit
84% know how their role contributes to the mission of the College
82% are actively contributing toward the mission of the College

There is strong evidence that a critical majority of our CHASS staff are actively committed to CHASS and feel empowered to advance our mission. Our early-career staff have reason to see their future in the College.

Yet unbalanced workloads, underresourcing, and overly narrow career tracks negatively impact morale. The survey signals that:

70% consider leaving CHASS due to compensation
65% consider leaving CHASS due to being overworked
59% consider leaving CHASS due to a lack of career advancement opportunities

These are discouraging figures that reflect real problems.

A Path Forward

Even before the CHASS Strategic Staffing Task Force was created, we were making modest gains in staff positions and career opportunities. Our remote work policy gave CHASS a competitive edge in retention. It was my pleasure to approve $25K seed funding for the CHASS Staff Scholarship, announced last July. Since July 1, 2022, the CHASS HR team has successfully filled 80 staff positions for a total net gain of 12. Our most recent investments include:

Impact23 financial system support
Core HR operations in recruitment, employee relations, and professional development
Finance and administration in English, Philosophy, and History
Assistant Dean for Student Success
Administrative support for the new Department of Black Study and the Department of Society, Environment, and Health Equity

These are important down payments on staff success, but they are not enough. It’s my resolve that we continue to hire and build, even in a tight fiscal climate.

Long-Term Solutions

Based on the CHASS Support Survey results and feedback from the town hall, the Task Force is now considering recommendations on additional investments that I envision to include:

Additional administrative and transactional support for the units with the greatest needs
Contracts and Grants support
Additional support for the unique needs of the visual and performing arts, as well as laboratory-based research and instruction
Staffing the facilities, academic personnel, and information technology workgroups to meet the needs of a College that grows in size, footprint, and ambition.

I appreciate the opportunity for our staff to have a substantive and participatory voice in matters of climate, mission, and resource allocation. I recognize those happy moments at the staff holiday party or expressions of appreciation for a well-earned comp day following Commencement may not reflect the harsher realities of work in our offices, labs, and studios. I am nonetheless proud to work alongside so many Highlanders who believe in CHASS, and I am grateful for the progress to date in making the College a better workplace for staff professionals.

Riding the wave of a historic incoming first-year class, CHASS has reaffirmed the college’s commitment to student achievement by creating a new Assistant Dean position entirely devoted to student success.

“I am thrilled to be the first Assistant Dean of Student Success in CHASS,” Ryan Lipinski said.

Lipinski, who started his professional career at UCR in 2009 and most recently served as the Director of CHASS Majors Advising and Enrollment Management, officially was promoted to his new role on Aug. 28, 2023.

According to Lipinski, his primary responsibilities as Assistant Dean for Student Success encompass three key areas: enhancing the undergraduate student experience, retaining talented students, and positively impacting student enrollment in the college. While the precise strategies are still in the works, Lipinski said will be building upon the strong foundation around recruitment, student success, and diversity, equity, and inclusion (DEI) he laid during his previous role at UCR.

“I am a strong believer that academic advising is key to our student’s success,” Lipinski said. At UCR, he is committed to creating an environment where CHASS's academic advisors can unleash their creativity to meet student needs while ensuring their vital contributions are valued.

What’s on his to-do list? Among other things, he's eager to boost CHASS students’ participation in "high-impact practices." Lipinski recognizes CHASS students’ drive and ambition but understands they often have responsibilities outside of academics. His mission? Find innovative solutions to make these transformative experiences accessible to all students.

“As the biggest college on campus and one of the biggest in the whole system, the incorporation of the new Assistant Dean for Student Success will help us create more opportunities for our undergraduate population,” said Covadonga Lamar Prieto, Associate Dean of Academic Student Affairs in CHASS and Associate Professor in the Department of Hispanic Studies.

Looking toward the future, Lipinski's vision is clear: “equitable excellence” for CHASS students.

“I want all students to have access to the excellence that UCR and CHASS provide,” he said. Lipinski is on a mission to ensure every student has a shot at the exceptional education that UCR and CHASS offer, with a strong focus on increasing graduation rates and reducing the number of students who don’t complete their studies.
