Dear Colleagues:

I am pleased to announce the search for a new Associate Dean for the Social Sciences.

The Associate Dean supports curricular, research, and service activities across the various social science degree-granting programs, research centers, and special initiatives in the College and throughout the University. The Associate Dean advises the Dean on various matters of concern to the College. The Associate Dean may represent the Dean or College, including the exercise of delegated decision-making and signature authority as permitted.

While I welcome the nominations of others, I make a direct appeal to all CHASS tenured members of the Academic Senate to consider submitting a 2-page letter of interest that speaks to qualifications and preparation relative to the position description, accompanied by a current CV.

The materials will be vetted in three rounds including in-person interviews: first, by an ad-hoc committee of one current CHASS chair, a divisional FAO, one of the two CHASS faculty equity officers, and the director of the Social Sciences Lab; second, by the director of the Social Sciences Lab, the other CHASS faculty equity officer, and associate deans from CHASS and CNAS; and, third, in a one-on-one conversation with me.

While current or prior appointment as department chair or vice chair; and/or service on an academic personnel committee at the department, Division, and System level; and/or membership on the Senate Executive Council is preferable, I welcome any and all experience that aligns with the advancement of College mission, the CHASS strategic plan, and the most recent priorities described in the 2025 State of the College.

The letter of interest and CV may be forwarded by email to Susan Brown at susan.brown@ucr.edu. For best consideration, please submit by noon PT, Friday, December 19, 2025. The interviews will be conducted as soon as possible in the new-year.

The target start date is February 1, 2026, negotiable, and we may explore partial duties (focused mainly on academic personnel) for the first half of 2026.

As many of you are aware, our former associate dean, Gloria González-Rivera, will retire from active UC service on December 31, 2025. I cannot thank Gloria enough for her leadership during a five-year term as associate dean, which formally concluded June 30, 2025. I am deeply grateful that she will remain in an advisory role to me and the College through the end of the year.

At this time, regrettably, the College is unable to support the many other worthy Senate hiring proposals submitted in June. However, pending anticipated updates to the PPFP Hiring Incentive guidelines, the College may be in the position to open additional Senate recruitments from the eligible pool. Other categories of instructional and research hires will be considered as needed and relative to the pressing need to educate the largest incoming class in UCR history. Finally, the work of the CHASS Staff Task Force continues, and I welcome proposals for additional investments in staff.

The budget is tight, and we must slow our hiring. We nonetheless benefit from remarkable recent success in the recruitments that have grown CHASS faculty and staff since 2021. Colleagues,

On June 4, the White House issued a presidential proclamation restricting, in whole or in part, the entry of foreign nationals from 12 countries. A week prior, the Department of State issued a pause in the processing of student visa applications. Further limitations or disruptions to the entry into, transit through, and study within the United States for our international students and scholars may follow.

CHASS is committed to supporting its international students and scholars, and we will continue monitoring the situation. In close dialogue with the Graduate Division and Academic Senate, CHASS is actively looking at the tools at our disposal to ensure continuity of education for current and future international students.

Last week, we received the following guidance from UCR’s Office for International Students and Scholars (ISS):

There are no incoming students in CHASS from the first list of countries under total or partial entry restrictions. However, a number of current students are impacted.
ISS has suggested “do not travel” advice to all internationals at UCR, especially those from countries affected by the June 4 proclamation.
In the case of students seeking representation, ISS informed us that UCOP has engaged outside counsel to assist international students. Legal assistance is limited and will be provided on a case-by-case basis. There may be fees. The process is to send an email to internationalstudents@ucr.edu. They are the ones referring the students to the UC immigrant legal team, from where they can be referred to the outside counsel.

At this time, we have no concrete detail on the impact on the suspension of visa interviews, but we can anticipate that some of the PhD and MFA students who have accepted an admission offer for the incoming Fall 2025 cohort will face uncertainty and delay in securing the authorization necessary to travel to the United States and to begin their studies at UCR. One option for the programs is to work with the College on a case-by-case decision about deferred admission for Winter 2026.

Working within policy, we will consider individual requests for adjustments to current progress to degree for current students or deferred matriculation for new students, understanding that there must be explicit dean’s approval to modify or delay any multi-year funding package.

Departments will receive individual communications regarding their particular situations.

Dear CHASS Chairs and Faculty Executive Committee Chair Leonard:

Last December, I detailed how the College was responding to historic labor agreements with Academic Student Employees and the Graduate Student Researchers in the University of California and the broader future of graduate studies in the UC. The resourcing of graduate studies and the embrace of graduate student success — all relative to our MSI-AAU status — were my single most important preoccupation as 2023 came to a close. One year later, graduate studies remain at the forefront of my mind.

I thank each of our graduate program leads for taking the time in the fall quarter to sit down with me, Dean of the Graduate Division Lidia Kos, and Associate Dean for Academic Affairs Covadonga Lamar Prieto to explore what’s working in our admirable PhD and MFA programs. We learned about the best of your rising scholars and artists alongside what’s keeping us all up at night. These conversations are the foundation for sharpening the discipline-specific metrics of success that undergird excellence across all graduate programs. This work continues, enhanced by dashboards by degree program (forthcoming) and across the entire College and University.

I am equally grateful to each program for the open-ended explorations of what appropriate and competitive graduate funding packages can look like in a new environment in which all incoming students are compensated at levels sufficient to pursue their studies and receive strong training in pedagogy, research, and creative activity.

CHASS is on solid footing for another year of steady success — from the current admissions cycle to the celebration of graduate achievement at the spring hooding ceremonies next June. The College, degree programs, and Graduate Division are finally talking to one another about short- and long-term goals. We are developing a common language of student success, supported by standardized data. We are getting better at identifying systemic barriers to student success. Dean Kos and I are collectively invested in addressing the very legitimate demand to rebuild fellowship support in the first year, during candidacy, and at degree completion. CHASS will continue to support the obligations of the UAW contracts (extended through December 31, 2025, with guaranteed 4% increases effective next October). I commit to investing in our graduate programs all permanent and one-time dollars reallocated from the Graduate Division and Central Administration as part of the sunsetting of the outdated and inequitable “cohort model.”

The complicating factor is that a budget squeeze in State finances delivered a $3M cut to CHASS. I invite you to review the FY25 Fall Budget Letter and the 2024 State of the College to understand the numbers and our response. The College now must return an additional $1.1M in permanent funding, as our portion of cuts that stem from slack undergraduate enrollments across all UCR. As staff and Senate faculty hiring continues, while temporary teaching requests and operational costs increase, the College cannot grow graduate studies at this time and at the pace of our aspirations and legitimate needs. The costs associated with a universal three-quarter fellowship are simply out of reach.

But we shall not slip backward. Even in the face of budget cuts that constrain the entire College, no program will be forced to shrink its new student cohort size below five-year historical averages; no funded student will see their compensation rate drop below current levels. I commit to maintaining next year’s funded graduate admissions targets at the current year’s levels. Therefore, no program will face a cut in its allotted slots and no current or incoming student, regardless of appointment type, will earn less than the UAW minimums. I will, moreover, commit CHASS resources to continue the three-quarter fellowship recruitment package (currently known as the Vice Provost for Excellence Award), expanding the number of such packages proportional to program size.

Funded admission slots for Fall 2025 are set at a combined 126 matriculating PhD and MFA students — the same level as the Fall 2024 target and 9.6 slots above our combined five-year average.

In FY26, all funded admissions packages shall continue to carry two quarters of fellowship to be taken exclusively in the first year of study. Under a rebranded CHASS Dean’s Fellowship, twenty percent of these funded packages will carry one additional fellowship quarter, also to be taken in the first year. Tuition, benefits, and most fees are also covered for students on fellowship as well as Academic Student Employees. For PhD programs, CHASS continues to backstop four-year packages, inclusive of the first-year fellowship quarters, for Fall 2025 admits who remain in good standing. The same guarantee is set at two years for the MFA programs. To offer packages competitive with our peers, individual programs may extend longer guarantees, drawing from departmental resources as the backstop. The Dean of the Graduate Division is also making available additional resources to supplement packages offered to each program's top recruit to help us compete with other programs’ offers.

The following table reflects the number of authorized multiyear funding packages for Fall 2025 matriculated students, inclusive of the CHASS Dean’s Fellowships allocations.

Although our overall target of 126 cannot meet some programs’ aspirations to rebuild, the target represents an increase of 16 relative to the Fall 2024 incoming cohort of 110. The number of incoming students with a three-quarter first-year fellowship will double. And no student on a fellowship quarter will face the dim prospect of constraining their household budget relative to peers on ASE-regulated appointments.

In January, Cova will be following up with a more detailed explanation of the CHASS Dean's Fellowship allocations and the overall timeframe and workflow of the admissions season.

In Memoriam: Douglas McCulloh

Dear Campus Community,

It is with a heavy heart that I announce the passing of Douglas McCulloh, Interim Executive Director and Senior Curator of Exhibitions at UCR ARTS. Doug died on Sunday, January 5, after a brief illness at his home per his wishes, surrounded by loved ones, including his longtime spouse, Dawn Hassett.

An artist by nature and a curator-photographer by trade, Doug was a self-described “troublemaker” who joined UCR ARTS as a full-time staff member in July 2018. In February 2023, he stepped in admirably as the Interim Executive Director, providing steady and calm leadership as UCR ARTS mounted several significant exhibitions, including Digital Capture: Southern California and the Pixel-Based Image World, The Impact of Images: Mamie Till's Courage from Tragedy, and a marquee retrospective on the California Museum of Photography's first 50 years of collecting, archiving, and curatorship.

Doug’s partnership with UCR ARTS started well before 2018, including the 2009 curated exhibition Sight Unseen: International Photography by Blind Artists. It was described as “the first major museum exhibition on a subject rich with paradox, provocation, and revelation.” The show has continued to travel extensively.

Doug was a featured artist and author whose many images and publications highlighted photographic practices in and about the Golden State. Doug also collaborated with Distinguished Professor of Creative Writing Susan Straight, most notably on the 2013 Riverside Art Museum’s More Dreamers of the Golden Dream (described as “a love letter to generations of Riverside’s Eastside community”) and Wild Blue Yonder, a 2014 exhibition recording the many hidden stories of Southern California veterans in the IE.

Born in 1959 in Los Angeles, Doug was best known as an artist for his system-driven projects that combined Surrealist-inspired chance operations with high-volume photography. He was an honors undergraduate at the University of California, Santa Barbara and held an MFA in photography from Claremont Graduate University. He was a five-time recipient of funding support from the California Council for the Humanities, and his work has been shown internationally in hundreds of exhibitions, from the Central Academy of Fine Arts in Beijing to London’s Victoria & Albert Museum, to the Smithsonian Institution.

In a 1998 Los Angeles Times article about “Chance Encounters: The L.A. Project,” Doug was described as possessing “a wondrous weirdness. He’s never unsympathetic... Empathy is also tied to his working habits…when McCulloh shoots, he chats with most everyone willing.”

Many of us will remember Doug as a warm, sympathetic, smart, and humble man who was always willing to chat and exuded that wonderfully wondrous weirdness. I recall fondly many of our conversations over the years at UCR ARTS, including the opening reception for our current acclaimed PST show, Digital Capture.

I am working closely with CHASS Dean Daryle Williams to create a leadership transition plan at UCR ARTS. Academic activities and public programming at our premier photography museum and arts center continue uninterrupted. For today, we extend our deepest sympathies to Dawn and Doug’s wider circle of family and friends, as well as colleagues here at UCR and across the globe.

Dear CHASS faculty, staff, students, and friends:

As the new academic year approaches, I write with important updates on the financial state of the College.

As the fourth largest academic unit across the entire UC, as measured by undergraduate enrollments, our ambitious research, instructional, and service missions are resource-intensive. Every year, but especially the current fiscal year, the costs of our legitimate needs push beyond the available sources of revenue. The cyclical nature of the California economy has squeezed the State’s premier research university system, and UCR finds itself balancing aspirations for growth with the harsh reality of budget cuts. See below for a snapshot of revenues and expenses prior to the cuts. See also the July 16 communication from Provost Watkins and Vice-Chancellor Bomotti on the campus response to the State budget.

Revenue and Expenses

But it’s far from doom and gloom across the classrooms, studios, and laboratories where we advance educational attainment and world-class research in the arts, humanities, and social sciences. Faculty excellence remains exceptionally high, renewed by the arrival of 25 new Senate faculty in the calendar year 2024. At least eleven more confirmed Senate hires will be joining us in 2025, and three additional recruitments are still in negotiations. In the face of historic underinvestment in staffing, our staff professionals remain equal to our stature, and they, too, are renewed through new hires. This past June, our brilliant students crossed the commencement stage at solid 4- and 6-year completion rates, rejoining California communities as first-gen change makers.

CHASS’s accomplished alumni show up at Homecoming, at our extraordinary cultural events, and increasingly in my office and off-campus to discuss philanthropic engagement. By the tens of thousands, prospective applicants – our future alumni – come to campus to learn more about our curricular offerings. They dispel the false notion that a college degree has limited value or that the liberal arts diminish one’s life chances. 2024 was extra special for the rollout of special efforts to welcome our multilingual families to the College. “Los Highlanders” t-shirts are everywhere!

To make it quite personal, nearly all non-represented employees, as well as our academic student employees, will be earning more in FY25 than they did in FY24, thanks to across-the-board range increases, targeted equity adjustments, and collective bargaining agreements.

On August 7, when we still faced some uncertainty about the size and form of budget cuts, Assistant Dean Cindy Williams and I wrote to your chairs and directors, the FAOs, and the Faculty Executive Committee Chair with updates and a request for feedback on how we manage growth in a time of constraint. We also asked how each unit head would use resources at their discretion to join the College in smoothing out the pain of a cut that ended up representing just shy of 3% of our State payroll. On Tuesday, August 27, we held an online town hall for the same group to review updates to the numbers and discuss available tools and strategies to address the cut. We then devoted about an hour to the results of a survey that asked each respondent to priority-rank needs. Staff growth ranked highest in that survey, confirming what we know in the day-to-day as well as in the detailed results of the Staff Task Force report, published earlier this week.

Looking Forward

Facilities remain a pinch point. The solutions will come at high costs and long time horizons. Nonetheless, we are moving forward on some important facilities upgrades of special importance to the arts. The Undergraduate Teaching and Learning Facility, now under construction, will benefit our teaching mission within the next two years. I commit to continued advocacy for upgrades to our research labs and facilities, both at UCR's Campus Finance Committee and at the system level.

Previously announced funding commitments for graduate fellowship quarters in AY24-25, faculty start-up packages, chair [and director] compensation, student success funds, laptop replacement, staff tuition reimbursement, temporary teaching, and PPFP/CFP recruitment incentives remain untouched. Our highly popular CHASS-CIS Event Co-Sponsorship continues. Our ongoing institutional sponsorship at the National Humanities Center provides CHASS faculty, graduate students, and staff access to scholarly residencies and institutes. With the support of lottery funds, the seeds of a social sciences laboratory are beginning to sprout.”

We undoubtedly still face hard choices in the coming year. Even as we slow the pace of Senate hiring relative to separations, careful cash management, UCOP subsidies, indirect cost recovery, and the philanthropic pipeline will not be enough to cover a permanent cut of about $3M in one single fiscal year. Constraints may still be with us in Fall 2025.

Given our current budgetary position and the unknowns of new collective bargaining agreements, major expenses, including supplemental, temporary teaching allocations, spousal accommodations, new PPFP/CFP recruitments, outsize start-up or retention asks, and unfunded instructional releases, will be reviewed carefully for feasibility. Some costs will have to be shifted from the College to local units or delayed until our fiscal picture improves.

The CHASS Faculty Computer Replacement Program (FCRP) provides CHASS Senate faculty with the computer resources necessary for instruction, research, and secure university-supported systems access and communications. This vital program fell victim to budgetary constraints at the start of the pandemic and was returned only partially using Lottery funds to support undergraduate student success.

Although the College's financial position remains highly sensitive to the ups and downs in undergraduate enrollments, and the contractual obligations of UAW contracts add additional pressures on cash reserves, we are pleased to announce the FCRP's complete reinstatement, retroactively effective July 1, 2023.

FCRP implementation will be as follows:

CHASS IT will develop and distribute a four-year eligibility list each fall quarter.
CHASS IT will contact Senate faculty members eligible for a new desktop or laptop for preferred specifications. If a faculty member does not opt for a replacement, their eligibility will roll forward to the following year.
CHASS IT will generate a quote based on preferred specs for the Dean's Office transactor to issue a purchase order using the department's COA. Flex Field 1 will designate the Faculty PC Program to track the order, and Flex Field 2 will specify the faculty member's name in Oracle. CHASS IT will keep a record of each PC replacement, including the computer series number and model.
Computer expenses will be charged to the unit's COA and reimbursed up to the maximum allowable amount of $2,000 per faculty. Reimbursements will be made quarterly based on the COA information in Oracle. The maximum amount can include hardware and software costs directly related to computer replacement. The department will fund anything over the maximum allowable amount.
CHASS IT will configure the equipment to meet university licensing and cybersecurity standards and deliver computers to faculty.
If the replaced equipment can be reconditioned to minimum university standards, CHASS IT will refurbish and return it to the unit to repurpose it for lecturers or graduate student employees. Any unusable units will be sent to excess equipment management.

Over FY24-27, the average annual renewal rate for the FCRP is 75 workstations (desktops or laptops). To clear away the backlog, the eligibility list for FY24 is more extensive at 99. These figures are exclusive to new workstations purchased for new hires.

The Office of the Dean funds the Faculty Computer Replacement Program. Individual units and faculty, as well as PIs on sponsored research projects, may locally fund supplemental equipment for university employees who fall outside eligibility, provided that all equipment used for university business meets minimum requirements for systems access and cybersecurity.

Dear CHASS Faculty & Staff,

As you know, the campus has implemented a new financial system called Impact23. This financial system replaces a system that had been in place since 1999. As with any new system implementation, some issues have been encountered with this transition. Some of the mitigation efforts we have put in place for CHASS are the following:

Finance team office hours: An opportunity for individuals to sign in via ZOOM and discuss issues that they have and share insights with others in a collaborative setting. These sessions are facilitated by the CHASS Dean’s office staff and are held weekly.
Contract & Grant office hours: An opportunity for individuals to sign in via ZOOM and address issues encountered with the new contract & grant (C&G) management system called Kuali. These sessions are facilitated by the CHASS Dean’s office C&G staff and are held weekly.
CHASS Dean’s office staff have prepared and distributed summarized guidance documents for various processes and systems for Impact 23, Concur (travel system), and Kuali. These documents are for staff and faculty and cover how-to’s for PI’s.
Created a Slack channel for our CHASS financial (Department & Dean’s office financial officers, analysts, and transactors) team to collaborate with others across CHASS as well as the campus to address issues or concerns.

Coming soon: We are currently in the process of hiring an Impact 23 analyst who will further support our CHASS units with the transition to the new financial system and processes.

Dear Colleagues,

It is with deep sadness that I bring you news that Kyle Galaudet, a student in the Language and Literature/Japanese major has passed away. It is never easy to lose one of our own and the loss is felt deeply throughout our community. Our hearts go out to those who were closest to Kyle, especially to his friends, colleagues, and mentors in CHASS.

Our campus stands ready to support one another in this loss. We encourage all of you who are affected by Kyle’s passing and in need of emotional support to contact campus resources. For student support, mental health therapists are available for crisis counseling and support at Counseling and Psychological Services (951-827-5531) 24 hours daily. In addition, Case Managers (951-827-5000) can help students make connections to university resources in difficult times. The Dean of Students Christine.Mata@ucr.edu is always here to help in addition to Director of the Case Management office Laurie.lee@ucr.edu.
